- Rice Card Holders: All Rice card holders are eligible.
- YSR Pension Kanuka Card and Jagananna Vidya and Vasathi Deevena Card Holders: Eligible families of this card are also eligible for Arogya Shree Card.
- Land Ownership: Families with less than 12 acres of water or less than 35 acres of dry land in aggregate.
- Annual Income: Households with an annual income of ₹5 lakh or less.
- Income taxpayers: Families filing income tax returns with annual income up to ₹5 lakh.
- Employees: Any employee, except permanent/pensioned government employees, whose annual income is less than or up to ₹5 lakh. This includes outsourcing, contracting, part-time employees, sanitation workers, honorary civil service employees and private employees
